Notice to 2011 General Council Accredited Delegates of Proposed Amendment to the Uniform Constitution for Districts Submitted to the General Council Committee on Rules in accordance with the Amended and Restated Constitution and Bylaws of The Christian and Missionary Alliance

The Board of Directors of The Christian and Missionary Alliance adopted the following recommendation during their February 2012 meeting, finding that the following proposed amendment is of a routine or editorial nature and will not alter any substantive provision of the noted document, and has directed that the proposed amendment be submitted to a vote of the Committee on Rules.

Uniform Constitution for Districts

Currently, in various C&MA documents, the terms “License” and “Licensing” have been used interchangeably. Grammatically, “License” refers to a document and “Licensing” refers to an action. Therefore, the following two recommendations are proposed to correct errors and provide consistency in documents.

Uniform Constitution for Districts—License, Ordination & Consecration Council

It is recommended that the first paragraph of Section 5, License, Ordination & Consecration Council (LO&CC) [page A4-6], of the Uniform Constitution for Districts of The Christian and Missionary Alliance, which reads:

Section 5. License, Ordination, and Consecration Council (LO&CC). There shall be a single License, Ordination, and Consecration Council in each district. The License, Ordination, and Consecration Council shall be elected by the District Conference or appointed by the District Executive Committee, as may be specified in the district bylaws. The License, Ordination, and Consecration Council shall examine and recommend approval for the licensing of official workers and approve leaves of absence. All licenses and leaves of absence recommended and approved shall be issued by the district superintendent. The License, Ordination, and Consecration Council shall examine and ordain or consecrate qualified candidates for the Christian ministry.

Be amended as follows:

The License Licensing, Ordination, and Consecration Council shall be elected by the District Conference or appointed by the District Executive Committee, as may be specified in the district bylaws. All licenses and leaves of absence recommended and approved shall be issued by the district superintendent. The amended section would then read:

The Licensing, Ordination, and Consecration Council shall be elected by the District Conference or appointed by the District Executive Committee, as may be specified in the district bylaws. All licenses and leaves of absence recommended and approved shall be issued by the district superintendent. The Licensing, Ordination, and Consecration Council shall examine and ordain or consecrate qualified candidates for the Christian ministry.

It is further recommended that the Office of the Corporate Secretary be authorized to update all other locations in the C&MA Manual and other documents so that the term “License” be amended to “Licensing” within the title: Licensing, Ordination & Consecration Council (LO&CC).

Communication during Notice Period

According to Section 10.1 of the Bylaws of The Christian and Missionary Alliance (page A2-23), an accredited delegate at the 2011 General Council has the right to communicate, during the notice period, to the Committee on Rules concerning the above amendment. The Committee on Rules is required to wait at least one month, after notice is given, to take any action on the amendments.
